The complex rules governing enactment of American law worked to horses’ benefit late Sunday night when President Trump signed the $2.3 trillion dollar COVID-19 relief bill into law.

Included in that bill were several riders including the Horseracing Integrity and Safety Act (HISA, S. 4547, formerly H.R. 1754), which places oversight of drug use in equine sports under a single Federal authority.
